Fiscal Officer

The Fiscal Officer manages the financial functions and records of the public library in accordance with all federal, state and local laws. Must qualify to be bonded.

ESSENTIAL JOB FUNCTIONS

  1. In cooperation with the Director, prepares the annual operating, capital and special fund budgets for approval by the Board of Trustees and for submission to the taxing authority.
  2. Oversee the automated accounting (CMI) system and serves as liaison to accounting system hardware and software vendors. Controls financial transactions within the approved budget, including issuing purchase orders, verifying and paying of invoices, processing payroll, writing and disbursing checks.
  3. Receives deposits, disburses all monies, balances bank statements, and manages library’s investments in depositories approved by state law.
  4. Completes and files payroll records, employment, financial and tax reports, insurance forms, retirement plans, unemployment and workers’ compensation data.
  5. Reviews and makes recommendations for improvement on information from routine reports including circulation cash intake, payroll, paid time off/sick leave, materials acquisition, and others. Maintains paper and digital records/files for the respective departments. Establishes internal controls for the library’s system of accounting.
  6. Co-signs contracts with the Director involving financial obligations for the library and in accordance with the policies adopted by the Board of Trustees. Fiscal Officer certifies the funds for the contracts.
  7. Maintains inventory of fixed assets and provides secure storage for all vital business records including accounting back-up disks and legal documents.
  8. Secures adequate current property and liability insurance for the library, employees, and Board of Trustees.
  9. Attends and records minutes of the Board of Trustees and participates in special meetings where the financial obligations of the library are discussed. Provide reports on library usage and attendance statistics and analysis of current financial conditions of the library to the Board of Trustees and Director on a monthly basis and projected financial conditions on a periodic basis.
  10. Evaluates new or updated policies, procedures, products and services and vendors in order to recommend action to Director and Board.
  11. Provides information and supporting documents to auditors during financial audit.
  12. Maintains knowledge of current library trends by attending workshops, reviewing professional publications, establishing personal networks and participating in professional library organizations.
  13. Assumes additional responsibilities and performs special projects as needed or directed.

REQUIRED QUALIFICATIONS

  • Education: Bachelor’s degree in accounting or related field.
  • Experience: Minimum 2 -4 years’ accounting experience, preferably government accounting.
  • Knowledge, Skills, Abilities and Personal Characteristics
    • Advanced skill level with Microsoft Office applications, accounting and outsourced payroll software; ability to establish and maintain a comprehensive record keeping system and office procedures.
    • Ability to maintain confidentiality and use appropriate judgment in handling information and records; ability to resolve complex problems appropriately and to multitask with pending deadlines.
    • Ability to express self effectively and concisely, both orally and in writing. Ability to tactfully and effectively deal with the public, staff and patrons of all ages.
    • Ability to work independently with minimal direction.

PREFERRED QUALIFICATIONS
Experience with strategic planning and budget management.

PHYSICAL DEMANDS
Nature of work requires an ability to operate standard business office equipment. Requires ability to communicate and exchange information, collect, compile and prepare work documents, set up and maintain work files. Position may require occasional lifting of up to 20 pounds. Travel by automobile/ air and overnight lodging is required occasionally.

WORKING CONDITIONS
Work performed in a general office environment. May require availability for extended hours during peak periods.

Part-Time Clerk

Do you enjoy providing top rated customer service? Do you want to be part of an all-star team that is providing a valuable resource to the community? We have an opening for one part-time Circulation Clerk at the Cuyahoga Falls Library. The part-time position is scheduled 20 hours per week plus some benefits. The pay is $9.76/hour.

Our Circulation Clerk’s provides excellent customer service, quickly and accurately checking items out and checking them in for library customers. Other responsibilities include processing and updating confidential customer records; operating and maintaining equipment, including computers, printers, cash registers, security devices, etc.; moving and handling all types of library materials; other duties as assigned.

Some of the job responsibilities are:
• Ability to work competently, courteously, and cheerfully with the public and to establish and maintain effective working relationships with colleagues
• General computer skills
• Effective written and oral communication skills
• Clerical skills, including keyboarding
• Ability to stand at public service counter for long periods of time
• Ability to lift and move books and other library material, transporting materials using a book truck and/or book bin
• Ability to efficiently use a cash register and other business equipment
• Familiarity with Windows and other basic computer software
• Detail-oriented, flexible, enthusiastic
• Dependable, conscientious, self-motivated
• High School graduate or equivalent experience and training

Shelver

Do you have a passion for keeping books organized? Do you want to be part of an all-star team that is providing a valuable resource to the community?    We have an opening for one part-time Shelver at the Cuyahoga Falls Library.   The part-time position is scheduled 20 hours per week plus some benefits.   The pay is $8.98 hour.

Our Shelvers provides an important function in the library by organizing books and other library materials.    Other responsibilities include: empties book drop, sorts and shelves returned materials, maintains conditions of shelves and ensure materials are in proper order on shelves and other duties as assigned.

Some of the requirements are:

  • Ability to work competently, courteously and cheerfully with the public
  • Ability to sort and organize materials quickly and accurately by alphabet and Dewey Decimal System
  • Must be able to stoop, stretch, and stand for entire shift
  • Lift objects up to 25 pounds and carry them, perform repetitive hand, arm and body movement
  • Ability to push a cart with books on it
  • Familiarity with Windows and other basic computer software
  • Detail-oriented, flexible, enthusiastic
  • Dependable, conscientious, self-motivated
  • High School graduate or equivalent experience and training
